"As a former US congressman and Governor of Puerto Rico, I know the need for strong leadership in the fight for fiscal responsibility. Which is why I'm proud to announce my endorsement of Republican candidate Frank Scaturro to be the next Congressman for New York's 4th District. 

I believe Frank to be a man of exceptional intelligence and incorruptible character. Frank supports a fiscally responsible, pro-growth economic agenda that includes cutting taxes for individuals and businesses, eliminating wasteful government spending, and striving for a balanced budget. 

As a governor, I dealt with these very issues. Having reduced my administration's budget deficit by 90%, while still implementing a comprehensive program that slashed taxes on individuals by 25%, thereby jump starting Puerto Rico's economic growth, I understand the importance of fiscal responsibility and a balanced budget to create jobs. Frank shares these principles and appreciates the danger posed to our children by our national debt which now exceeds $17 trillion. 

I make this endorsement confident that Frank will champion the effort for Congress to pass its own economic recovery plan. Frank's intellectual talents, vast knowledge of the legislative process, and principled commitment to fiscal responsibility, pro-growth economic policies, lower taxes on individuals and business, and reducing government spending are sorely needed in Washington. 

Frankly speaking, the 4th District, one of the highest taxed jurisdictions in the country, needs Frank. His voice will resonate in Congress, and I am proud to support his candidacy and look forward to his election.” 

In accepting the endorsement, Frank stated that, "It is an honor to receive Governor Fortuño's endorsement. As Governor, Mr. Fortuño implemented one of the largest tax cuts in Puerto Rico's history, helping to revive the island's economy. I especially admire his courage in standing up to special interests for the sake of doing the right thing. His actions stand in stark contrast to the tax-and-spend policies of the current administration which have yielded continued deficits, sluggish growth, and a shrinking labor force. As an executive, he understands first-hand the negative impact that costly, one-size-fits-all regulations from Washington D.C. -- such as those found in Obamacare -- have on states and local economies. I look forward to learning from the Governor's experiences, and working with him to implement common sense, conservative solutions to help the citizens of the 4th District, and to get our economy back on track.
